Most cities need a few business days to transfer water and trash. Schedule the start date for your closing day so the lights and water are on when you get the keys.
In Oncor and TNMP areas of Texas you choose your own electric company at powertochoose.org. Co-op and city-owned electric (and all of Oklahoma) are assigned by address. You set up directly with that provider.
Most offices want a photo ID, your closing statement or deed, and your new address. Many also require a deposit. Homeowners sometimes pay less than renters.
Out in the country, the easiest way to confirm your electric co-op, water district and propane company is the meter tag, the propane tank label, or the seller's last bills.
If the home uses propane, ask whether the tank is owned or leased. Leased tanks belong to the propane company, and you'll need to open an account with them (or swap providers).
New rural homes need a 911 address before utilities connect. Septic, wells and Lake Texoma dock permits have their own offices, listed in each county's contacts.
If your Texas home is in an Oncor or TNMP area, those companies own the poles and wires, but you buy power from a Retail Electric Provider you pick. Compare plans on the state's official site, Power to Choose, and read the Electricity Facts Label before you sign. For outages, you still call Oncor (888) 313-4747 or TNMP (888) 866-7456.
Homes served by a co-op (Grayson-Collin, Fannin County, PenTex, CoServ, Farmers) or a city-owned system (Whitesboro, Farmersville) don't get to shop. You join that provider directly. Oklahoma has no retail choice at all.

Call about 7–10 days before closing. City water and trash accounts often need 1–3 business days, co-ops may need a membership application, and internet installs in rural areas can take a week or more. Ask each provider to start service on your closing date.

No. Oklahoma is fully regulated, so your address decides whether you're served by OG&E, PSO or one of the electric co-ops. You open an account with that company directly.
Find out whether the tank is owned or leased. If it's leased, it belongs to the propane company, and you'll need to set up an account with them or have them swap it out. If it's owned, you can call any dealer. Ask for a leak check and fill before move-in.
In Texas, septic (OSSF) permits are handled by the county: Grayson, Collin, Cooke and Fannin contacts are listed above. In Oklahoma, septic is handled by the Oklahoma DEQ. Plan on a pump-out and inspection as part of your due diligence.
Many Texoma lake and country properties are outside cable and fiber areas.
